19183 (2026). Hon Kieran McAnulty to the Minister of Housing: What advice, if any, did the Minister of Housing receive on the expected reduction in Community Housing Provider cost of finance arising from limiting the financier 'step in' period to six months in Income-related Rent Subsidy contracts?
Hon Chris Bishop: I am advised that the three Income-Related Rent Subsidy contract changes on their own, including limiting the financier ‘step-in’ period to six months, were designed to remove some uncertainty for financiers and improve project confidence, rather than directly improve the cost of finance. The changes were implemented alongside other interventions as a complementary package to improve finance for social housing.
