19161 (2026). Hon Kieran McAnulty to the Minister of Housing: Which Auckland suburbs, if any, has Kāinga Ora identified as having been downzoned by Plan Change 120 without a natural hazard or wastewater justification?

Hon Chris Bishop: Kāinga Ora – Homes and Communities advises me that during its assessment of Plan Change 120, it observed that land across the region had been downzoned where natural hazards or constraints in the combined wastewater network was not a justification. The Kāinga Ora submission identifies clusters of Kāinga Ora properties downzoned without this justification in the following suburbs: Bayview, Māngere, Massey, Mount Roskill, Ōtāhuhu, Ōtara, Te Atatū, and individual properties across nine other suburbs.
