Hon Mark Mitchell: I am advised that negotiations with the preferred bidder for the Christchurch Men’s Prison Redevelopment Programme public private partnership (PPP) are still being finalised. I have considered whether it is within the public interest to disclose the estimated total whole-of-life cost of the PPP arrangement, but have decided that, given negotiations are still being finalised, it is within the public interest that this information is withheld to protect the commercial negotiating position of Corrections.
