19139 (2026). Dr Tracey McLellan to the Minister of Corrections: What criteria, if any, were used to assess value for money in selecting a preferred bidder for the Christchurch Men’s Prison redevelopment?

Hon Mark Mitchell: I am advised that Corrections followed Treasury guidance to assess value for money when selecting a preferred bidder for the Christchurch Men’s Prison Redevelopment Programme. This included applying an Affordability Threshold to the proposals received for the project.
