19138 (2026). Dr Tracey McLellan to the Minister of Corrections: Did the National Infrastructure Funding and Financing agency provide any advice, analysis, modelling, or input relating to the Christchurch Men’s Prison Redevelopment Programme; if so, what was the nature of that involvement?
Hon Mark Mitchell: I am advised that National Infrastructure Funding and Financing Limited (NIFFL) are a member of Corrections’ Major Projects Portfolio Governance Committee and provided commercial and financial advice for the Christchurch Men’s Prison Redevelopment Programme (the Programme). This included input on pre-procurement set-up, tender and through negotiations in respect to the New Zealand Public Private Partnership Framework.
I am further advised that NIFFL will continue to be engaged throughout the delivery of the Programme to ensure benefits are realised and to provide advice on any changes during this time.
