18998 (2026). Mike Davidson to the Minister for ACC: Will the Minister explain why crash responsibility was, or was not incorporated into the incoming increase to ACC levies on motorcycles?
Hon Scott Simpson: Crash responsibility was incorporated into the levy considerations. Based on the police data in NZTA’s Crash Analysis System, 37% of motorcycle accidents were single vehicle accidents where the rider’s actions contributed to the crash. Therefore, Cabinet approved, as part of the 2024 levy consultation, an increase to the proportion of costs funded by motorcyclists to 37%, with the remaining 63% funded by other vehicle users. In response to the feedback ACC received as part of the consultation, the implementation of changes to the motorcycle levies was delayed and phased in gradually rather than immediately.
