18971 (2026). Shanan Halbert to the Minister for Tertiary Education: Further to the Minister’s answer to Written Parliamentary Question 14044 (2026), what was the funding mechanism for the delivered provision above 105% at each of the listed universities?
Hon Penny Simmonds: The Delivery at Levels 7 (degree) to 10 on the New Zealand Qualifications and Credentials Framework (DQ7+) and Delivery at Levels 3 to 7 (non-degree) on the New Zealand Qualifications and Credentials Framework and All Industry Training (DQ3-7) funding mechanisms instruct the Tertiary Education Commission (TEC) about the funds purpose and their policy settings.
I refer the Member to paragraph 73 of the DQ7+ Funding Mechanism and paragraph 93 of the DQ3-7 Funding Mechanism which notes Tertiary Education Organisations can deliver above 105% of their allocation with prior written approval from the TEC.
I am advised, by the TEC, the five universities referenced in WPQ 14044 (2026) received written communication from the TEC to deliver above 105% of the approved allocation for 2026.
