Hon Mark Mitchell: The redevelopment will be delivered under a Public Private Partnership (PPP) model where the private partner will design, build, finance, and maintain the facilities for 25 years. Corrections retains operational and custodial responsibilities, while the private partner is responsible for maintenance over that same period.
