18946 (2026). Dr Tracey McLellan to the Minister of Corrections: What bid-cost reimbursements may be paid to unsuccessful bidders in the Christchurch Men’s Prison procurement process?
Hon Mark Mitchell: As you may be aware, the Treasury’s PPP policy framework includes provision to support strong competition by partially offsetting the significant costs incurred by bidders in the development of their proposals.
I am advised that, following Treasury guidance, Corrections has entered Bid Cost Reimbursement Deeds with each bidder, which provides a capped reimbursement of eligible bid costs to each unsuccessful bidder of up to $8 million, and allows Corrections to retain all project-specific intellectual property in the proposals.
