18867 (2026). Hon Ginny Andersen to the Minister of Education: Is the Ministry of Education currently reviewing the Hostel Regulations 2005?

Hon Erica Stanford: I have initiated a review of the Education (Hostels) Regulations 2005 in response to the Royal Commission of Inquiry into Abuse in Care, which is led by the Ministry of Education. I have not yet received final recommendations but understand they will be developed with extensive sector engagement and evidence on the increased risk of abuse in boarding schools and contemporary incidents of harm. Proposed changes consulted on include strengthened child safety requirements, including for overnight supervision. I expect that when changes have been made to the Regulations, updated guidance will be issued. This is also my response to written parliamentary questions 18854, 18855, 18857, and 18866 (2026).
