18858 (2026). Tangi Utikere to the Minister of Transport: What documents, if any, has the Minister of Transport received relating to the decision to provide $10 million to NZTA to ease funding pressures on public transport authorities in respect of the Total Mobility scheme, including the basis on which that figure was determined and the intended methodology for disbursing those funds, listed by date, title, and author?
Hon Chris Bishop: I have received the following briefings relating to the forecast Total Mobility funding shortfall of $236 million over the period 2025-2030 and the decisions to use Crown savings from the Total Mobility funding changes to reduce public transport authorities’ shortfall:
• Funding sustainability for the Community Connect programme and the SuperGold card public transport concessions scheme, dated 16 April 2025, Ministry of Transport
• Total Mobility – Discussion points for meeting with Minister of Disability Issues, dated 15 May 2025, Ministry of Transport
• Total Mobility – Options to stabilise cost pressure, dated 16 July 2025, Ministry of Transport
• Total Mobility – Additional options to manage cost pressures, dated 4 September 2025, Ministry of Transport
• Draft Cabinet Paper – Total Mobility: Stabilising cost pressures and approval to undertake public consultation, dated 10 October 2025, Ministry of Transport and Ministry of Disabled People
I also received an update on disbursing the funds as part of the Transport Portfolio Weekly Report, dated 28 April 2026, from the Ministry of Transport. I have not received any documents from NZTA.
