18735 (2026). Hon Willow-Jean Prime to the Minister for Children: Further to 5259 (2026), what, if anything, is being implemented during the residential phase of the Oranga Tamariki Military-Style Academy to increase the identification and management of risk in the community phase?
Hon Karen Chhour: A key focus of the Military-Style Academy programme is to provide the young people with the skills and supports to help reduce the risk of re-offending.
I am advised that measures being implemented during the residential phase to identify and mitigate risk ahead of the community phase include:
• undertaking comprehensive assessments to understand triggers for reoffending,
• providing therapeutic support to help the young people understand their behaviours and how to manage themselves in a pro-social way,
• increased coordination and collaboration across residence, social workers and multi-disciplinary teams, and
• working with families/whānau to enable them to support their young people on their return to community.
