Tangi Utikere to the Minister of Transport: Further to Reply 17203 (2026), how many of the 461 individuals identified as having fraudulently converted overseas licences have, to date, been issued an infringement notice; and if the answer is none, how does the Minister reconcile NZTA's stated position in Reply 13169 (2026) — that an infringement was the appropriate regulatory response — with the fact that no infringements have been issued?

Hon Chris Bishop: NZTA has confirmed that no infringements have been issued to individuals in this cohort, as further investigations are still underway to inform its decision on enforcement action, including whether infringements should be issued under the Land Transport Act 1998.
