18708 (2026). Tangi Utikere to the Minister of Transport: How, if at all, does the Minister reconcile the statement in Reply 13378 (2026) that the assessment into possible fraud was intentionally limited to a small, tightly controlled group with the statement in Reply 17206 (2026) that the decision-makers who authorised the 16 April 2025 amendment to the Certificate of Particulars control were aware of the work underway regarding the potential fraud?
Hon Chris Bishop: I am advised by NZTA that the decision makers were informed that an assessment was underway to ascertain why there were data pattern anomalies in overseas conversions at the date of implementation of the original Certificate of Particulars requirement, relating to the evidence of validity, but the causes of these had not yet been determined. As advised in my response to Written Question 13378 (2026), the assessment into possible fraud continued to be intentionally limited to a small, tightly controlled group until the concerns were substantiated.
