18705 (2026). Tangi Utikere to the Minister of Transport: Further to Replies 13159 and 17370 (2026), does the Minister consider the occurrence of 12 fraudulent conversions after 1 July 2025, as confirmed in Reply 13159, to be consistent with the assessment that the amendment to the Certificate of Particulars control did not materially narrow its effectiveness; and if so, on what basis?
Hon Chris Bishop: I am advised that all 12 applicants were required to provide a Certificate of Particulars (CoP) under the amended control. They would have also been required to provide a CoP under the previous version of the control. This shows the amended control operated as intended, and that the amendment did not materially narrow its effectiveness.
