18702 (2026). Tangi Utikere to the Minister of Transport: Further to Replies 17371 and 17202 (2026), has administrative error been identified as the cause of both the 37 incorrect licence class conversions and at least one fraudulent conversion being processed after the vulnerability was stated to have been closed; if so, has NZTA undertaken any broader review of the role of administrative error in the processing of overseas licence conversions; if not, why not?
Hon Chris Bishop: Yes, NZTA has confirmed that administrative error has been identified as the cause. I am advised that in addition to all overseas conversions of UAE licences above a Class 2 being referred to NZTA, it has also directed the Driver Licensing Agents to undertake audits of their processes relating to overseas conversions and immediately implement any changes required to ensure their staff are following the business rules in the NZTA Agent Portal. These audits are being overseen by NZTA staff.
In addition to this, NZTA is undertaking further risk assessments relating to high-risk overseas conversions. This includes the identification of any administrative errors and how to prevent them in future.
