18169 (2026). Ingrid Leary to the Minister for ACC: How was crash responsibility incorporated into proposed changes to the Accident Compensation Corporation levy setting, if at all?
Hon Scott Simpson: I am advised by ACC that if motorcyclists were required to pay 100% of their costs of claims that the levy could be unaffordable and therefore, their levy is subsidised by other levy payer groups. They are the only group where this occurs. Based on the police data in NZTA’s Crash Analysis System, 37% of motorcycle accidents were single vehicle accidents where the rider’s actions contributed to the crash. Therefore, Cabinet approved, as part of the 2024 levy consultation, an increase to the proportion of costs funded by motorcyclists to 37%, with the remaining 63% funded by other vehicle users. In response to the feedback ACC received as part of the consultation, the implementation of changes to the motorcycle levies was delayed and phased in gradually rather than immediately.
