18119 (2026). Hon Jo Luxton to the Minister of Transport: To what extent do local authorities have discretion to classify work and choose procurement methods, including deciding whether NZTA prequalification is appropriate, for NZTA-funded projects such as bridge repairs on local roads?

Hon Chris Bishop: I am advised that NZTA classifies work in activity classes to fit within National Land Transport Programme (NLTP) funding activities. The Land Transport Management Act (LTMA) requires local authorities to use procurement procedures that have been approved by NZTA. While the LTMA does not specifically require supplier prequalification for NZTA-funded projects, prequalification can be an efficient tool when used properly and its use would not be discouraged.
