Tangi Utikere to the Associate Minister of Transport: Does the all-of-government Data Fusion System contract between the Crown and Starboard Maritime Intelligence contain any provisions requiring Starboard to notify the Crown of material changes to its ownership, investor base, or corporate governance; if so, was any notification received from Starboard in relation to the exit of venture capital firm Soul Capital from its investment in the company?

Hon James Meager: If there has been a Change of Control (ie a change that meets the definition of “Control” under the contract) since the contract was novated to the Ministry, then Starboard would have been required to obtain the Ministry’s consent. The Ministry is not aware of any such request for consent. There is otherwise no provision in the contract to notify changes to ownership, investor base or corporate governance.
