Tangi Utikere to the Associate Minister of Transport: Has any foreign government, foreign investor, or entity associated with a foreign state acquired or sought to acquire an ownership stake in Starboard Maritime Intelligence, which holds the all-of-government Data Fusion System contract for maritime security; if so, was the Overseas Investment Office or any national security screening process engaged?

Hon James Meager: We understand Starboard Maritime Intelligence secured new investment in August 2025. The contract was novated from the New Zealand Defence Force to the Ministry of Transport from 1 July 2025. The Ministry of Transport is not aware of a notification to the Overseas Investment Office or a national security screening process.
