18053 (2025). Benjamin Doyle to the Associate Minister of Transport: On what date, if any, did the Minister and the Chief Executives of the agencies they are responsible for, if any, ensure that all staff involved in the development of government regulatory proposals are familiar with the contents of Cabinet Office Circular CO (24) 7 - Impact Analysis Requirements, if at all?
Hon James Meager: Cabinet Office circular CO (24) 7 was released before I became Associate Minister of Transport so I have taken no specific action in relation to it. I am advised that Civil Aviation Authority staff with policy responsibilities were made aware of the contents of Cabinet Office circular CO (24) 7 on 16 December 2024, via an internal email that included links to the relevant information. I am also advised that Maritime New Zealand staff involved with impact analysis requirements were aware of the circular when it was published, and that the Transport Accident Investigation Commission has no staff involved in the development of government regulatory proposals.
