Tangi Utikere to the Minister for Regulation: Has he consulted with the Minister of Transport on whether the proposed heavy vehicle regulatory changes require amendments to primary legislation, secondary legislation, or NZ Transport Agency rules, and what is the expected regulatory instrument for each proposed change?

Hon David Seymour: The Ministry of Transport provided advice to Ministers, including myself and the Minister of Transport on possible regulatory instruments for each of the changes being considered.
