17939 (2026). Hon Jo Luxton to the Minister of Transport: To what extent do local authorities have discretion to modify NZTA procurement and prequalification requirements for NZTA co-funded or fully funded physical works?
Hon Chris Bishop: I am advised that for National Land Transport Programme (NLTP) funded activities, local authorities must follow the NZ Transport Agency Waka Kotahi (NZTA) approved procurement procedures set out in the NZTA Procurement Manual. This can be found on the NZTA website here: https://www.nzta.govt.nz/resources/procurement-manual. Local authorities can tailor procurement decisions within these approved procedures but must seek NZTA approval if they wish to depart from, replace or modify them. NZTA’s contractor prequalification system is set and administered by NZTA for its contracts. Where local authorities choose to reference NZTA prequalification in their tender, it is expected they apply those requirements consistently with the NZTA prequalification settings.
