Benjamin Doyle to the Minister of Justice: On what date, if any, did the Minister and the Chief Executives of the agencies they are responsible for, if any, ensure that all staff involved in the development of government regulatory proposals are familiar with the contents of Cabinet Office Circular CO (24) 7 - Impact Analysis Requirements, if at all?

Hon Paul Goldsmith: On 11 December 2024, the Ministry of Justice’s Policy Group staff were advised of the upcoming Cabinet Office changes to the Regulatory Impact Analysis requirements and wider regulatory policy making process changes. On 16 December 2024, the Cabinet Office Circular (CO (24) 7) was circulated to Policy Group management for distribution and sharing with their teams. Further information about the changes to Regulatory Impact Analysis requirements was circulated in February and March 2025. The Ministry of Justice is updating its RIS writing and quality assurance training materials to reflect these changes as new training sessions are scheduled and delivered.
