17704 (2025). Benjamin Doyle to the Minister of Housing: On what date, if any, did the Minister and the Chief Executives of the agencies they are responsible for, if any, ensure that all staff involved in the development of government regulatory proposals are familiar with the contents of Cabinet Office Circular CO (24) 7 - Impact Analysis Requirements, if at all?
Hon Chris Bishop: The Ministry of Housing and Urban Development (the Ministry) is aware of and acts in accordance with the expectations set out in Cabinet Office Circular CO (24) 7 – Impact Analysis Requirements. An email drawing attention to the circular was sent to managers at the Ministry on 17 February 2025. While no further formal records are held, relevant staff are expected to be familiar with applicable Cabinet requirements as part of their professional responsibilities. Kāinga Ora – Homes and Communities advises me that it did not take any action in relation to the Cabinet Office Circular titled “Impact-Analysis Requirement”. Kāinga Ora does not develop or set regulatory policy proposals.
