17630 (2025). Benjamin Doyle to the Minister of Finance: On what date, if any, did the Minister and the Chief Executives of the agencies they are responsible for, if any, ensure that all staff involved in the development of government regulatory proposals are familiar with the contents of Cabinet Office Circular CO (24) 7 - Impact Analysis Requirements, if at all?
Hon Nicola Willis: I expect Chief Executives to ensure that all staff in their agencies are aware of the relevant Cabinet Office circulars as they apply to their work on an ongoing basis as they are issued. The Treasury reinforces this expectation through the internal use of guidance and templates which prompt the consideration of relevant circulars. The RBNZ is not a public service department, so the Governor does not automatically receive Cabinet Office circulars. However, the RBNZ prudential policy staff involved in the development of regulatory proposals were made aware of the upcoming changes to RIS requirements, as contained in CO (24) 7, through the RBNZ’s regular interactions with the Ministry for Regulation.
