17617 (2025). Benjamin Doyle to the Minister for the Environment: On what date, if any, did the Minister and the Chief Executives of the agencies they are responsible for, if any, ensure that all staff involved in the development of government regulatory proposals are familiar with the contents of Cabinet Office Circular CO (24) 7 - Impact Analysis Requirements, if at all?
Hon Penny Simmonds: As I stated in my response to written parliamentary question 274 (2025) of 28 January 2025, the Cabinet Circular titled 'Impact-Analysis Requirement' was distributed internally to managers in the Ministry for the Environment on 13 January 2025. The Ministry regularly runs training sessions for staff with support from a presenter on how to write and assess regulatory papers.
As a Crown Entity, the Environmental Protection Authority does not develop government regulatory proposals.
