17371 (2026). Tangi Utikere to the Minister of Transport: Further to Replies 13159 and 13165 (2026), as the vulnerability is stated to have been closed on 31 October 2025, how were fraudulent overseas licence conversions able to be completed during November 2025; what date in November 2025 was the last such conversion completed; and was the stated closure date of 31 October 2025 in fact not the date on which fraudulent conversions ceased?

Hon Chris Bishop: I am advised by NZTA that there was one fraudulent conversion after 31 October 2025, which occurred in November 2025 as a result of an administrative error. Once identified, NZTA acted promptly, and the relevant individual had their commercial driver licence suspended in December 2025.
