Hon Tama Potaka: Commencement of changes and whether the changes should apply to existing occupation right agreements (ORAs) take into account: • fairness and consumer protection for residents (including the views of the Commerce Commission), • whether the changes codify best practice or present low or minor costs for operators, and • application and commencement timeframes to allow sufficient time for agencies and operators to implement and comply with the changes.
