Tangi Utikere to the Minister of Transport: Further to Reply 13159 (2026), what specifically was the reason for the three-month delay between the confirmation of fraud at the commencement of the audit in July 2025 and the closure of the vulnerability on 31 October 2025; what interim steps were taken during that period, if any; and how many fraudulent overseas licence conversions were issued during each of the months of July, August, September, October and November 2025 respectively?

Hon Chris Bishop: I refer the Member to my response to Written Question 17215 (2026). Between July and November 2025, NZTA advised that 12 overseas licence conversions from the cohort were found to have used fraudulent or falsified information as follows: - July: 3 - August: 5 - September: 3 - October: 0 - November: 1
