Tangi Utikere to the Minister of Transport: Further to Replies 13374 and 13375 (2026), which individual or individuals within NZTA made the decision not to reference the February 2025 detection in the November 2025 media statement; was this decision documented; and was the Minister or his office consulted on, informed of, or made aware of the framing of the statement or the decision to omit reference to the February 2025 detection prior to its release?

Hon Chris Bishop: The February 2025 date was not included because fraud had not been confirmed at that time. NZTA considered it inappropriate to publish or reference dates relating to matters that had been identified but not yet substantiated.
