17185 (2026). Chlöe Swarbrick to the Minister of Finance: What pre-commitments, if any, have already been publicly announced against the Budget 2026 operating allowances, listed by initiative and announcement date?

Hon Nicola Willis: There are two precommitments against the Budget 2026 operating allowance that have been announced: At Budget 2024 (published 30 May 2024), the Health New Zealand Funding to Meet Demographic Demand and Inflation initiative under Vote Health pre-committed $1.370 billion per annum operating funding against the Budget 2026 operating allowance. At Budget 2025 (published 22 May 2025), the Defence Force Budget 2026 precommitment initiative under Vote Defence Force pre-committed $102 million average per annum operating funding against the Budget 2026 operating allowance (and $1.6 billion capital funding against the Budget 2026 capital allowance).
