17172 (2026). Hon Ginny Andersen to the Minister of Police: What is the shortfall, if any, on New Zealand Police's funded constabulary Resource Allocation Target as of March 2026?

Hon Mark Mitchell: I refer the Member to my response to Written Parliamentary Question 13131 (2026). I am advised that, as at 31 March 2026, Police was 280.1 full-time equivalent (FTE) Police Officers below the budgeted constabulary Resource Allocation Target (RAT), as measured by the difference between actual FTE Police Officer staffing and the budgeted RAT. I also refer the Member to the attached table, which compares actual FTE staffing with the budgeted RAT, as at 31 March 2026, by Police district and business group. For districts, the numbers show the FTE amount by which each district is under or over its budgeted RAT. The negative values (for example “Auckland City – 26.0”) are in effect the vacancy FTE for that district, as their current active Police officer FTE is less than their budgeted RAT FTE. By contrast, some districts are above their RAT. For example, the Bay of Plenty District is 17.6 FTE above its budgeted RAT. All employee groups within Police are well within the budgeted FTE target. These numbers are the closest figures Police has, in terms of staff vacancies. This is also my response to Written Parliamentary Question 17181 (2026)
