16873 (2026). Debbie Ngarewa-Packer to the Associate Minister for Energy: Further to WPQ 11810 (2026), what specific information, if any, does the Ministry rely on to determine whether fuel supply chains are "operating as normal" when it does not hold confirmed shipment data?
Hon Shane Jones: The Ministry relies on a combination of information provided by fuel importers on a rolling basis, including updates on current and near-term stock levels, the status of cargoes that are en route or being scheduled, information on refinery operations and shipping conditions, and importer assessments of their ability to meet domestic demand. The Ministry also relies on engagement with fuel importers through the FSCE, ongoing monitoring of international fuel markets, and shipping conditions, and comparison of reported stock levels against minimum stockholding obligations to assess whether fuel supply chains are operating as normal.
