16428 (2026). Hon Kieran McAnulty to the Prime Minister: What action, if any, has he taken to assure himself that the Hon Chris Bishop, as Minister of Housing, acted appropriately in all aspects of his handling of the process leading to the Minister’s decision to approve the reallocation of $27 million in funding from a Kāinga Ora Infrastructure Acceleration Fund project to the City Link Bridge project in his electorate?
Rt Hon Christopher Luxon: The Cabinet Office, on behalf of the Prime Minister, supports Ministers in managing conflicts of interest that may arise in relation to their portfolios or other ministerial responsibilities, including ensuring that there is an agreed management plan. My Chief of Staff and I receive a copy of each Minister’s interests register every six months.
Hon Bishop has confirmed publicly (see Question 12: Hansard - New Zealand Parliament - Tuesday, 18 November 2025) that he did not make a specific request to the Cabinet Office for conflict of interest advice relating to the city link bridge decision. In early 2025, Hon Bishop received advice from the Cabinet Office that he could make decisions on the Melling Interchange as Minister, putting aside his role as Member of Parliament. Hon Bishop has stated that he is confident that he acted in accordance with Cabinet Manual guidance.
