16374 (2026). Francisco Hernandez to the Minister for Tertiary Education: What data, if any, does the New Zealand Qualifications Authority hold on student well-being and student financial data?
Hon Penny Simmonds: I am advised that, as administrator of the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 (the Code), the New Zealand Qualifications Authority holds a range of data on student wellbeing, including the number of: • code-signatory providers; • annual attestations received; • complaints and referrals submitted to NZQA by learners and the dispute resolution scheme operator; • critical incident notifications; and • monitoring reports received from ERO for school signatories. NZQA’s latest data summary as Code administrator can be found here: https://www2.nzqa.govt.nz/assets/Tertiary/The-Code/NZQA-Code-Administrator-Report-2025.pdf NZQA does not specifically collect student financial data in their role as Code administrator or regulator. However, in the event of a provider closure, NZQA may be provided student fee protection information from the trustee (typically the Public Trust) or the liquidator, in order to support learner transfer or well-being outcomes. This personal information is not disclosed without consent, unless authorised or required by law.
