16257 (2026). Hon Dr Ayesha Verrall to the Minister of Finance: Is she satisfied that she has appropriately managed her declared conflict of interest with Roa in relation to all decisions within her portfolio, and if so, why?

Hon Nicola Willis: As set out in the proactive release of Ministers’ interests (available at https://www.dpmc.govt.nz/publications/ministers-interests-jul-2025-dec-2025) I have transferred responsibility for matters relating to Roa projects to Hon Bishop, due to a personal interest. I am satisfied that I have managed my conflicts of interest in accordance with the Cabinet Manual guidance. Aside from the proactive release, details regarding conflicts of interests disclosed to the Cabinet Office are not generally released, in order to ensure the confidentiality of Cabinet proceedings, to maintain the effective conduct of public affairs, and in some cases, to protect personal privacy. This has been the approach of successive administrations because it is in the public interest that the Cabinet Office can obtain and assess information about conflicts of interest and provide advice to Ministers on how to resolve them on a confidential basis.
