16136 (2025). Rawiri Waititi to the Minister of Justice: How many complaints involving Māori individuals, if any, have been received by the Independent Police Conduct Authority in the past three years, and what were the outcomes of those complaints, if the ethnicity of complainants is not recorded, why not?
Hon Paul Goldsmith: I am advised that providing ethnicity data is voluntary and this data was provided by complainants involved in 7,548 cases of 13,367 cases received. Of these, the complainant identified as Māori in 2,182 cases. Of the 2,182 cases, 14 remain open as at 31 March 2025. Of the remaining cases: - 1,620 were closed for no further action. - In 492 cases the Authority agreed with resolution actions taken by Police in response to the complaint. - 56 cases were independently investigated by the IPCA or referred to Police for investigation with active IPCA oversight. Of these, the Authority made adverse findings in 25 of the cases, and no adverse findings in 31 of the cases.
