16114 (2025). Rawiri Waititi to the Minister of Revenue: What is the current estimate of the proportion of total tax revenue collected from the highest-earning 10% of taxpayers?
Hon Simon Watts: Officials advise Inland Revenue has published personal income distribution statistics which show that in the year to 31 March 2023 the top 10% of personal taxpayers paid $24.8 billion of income tax. This was 46% of personal income tax in that March year. Based on figures published in the 2024 Budget Economic and Fiscal update, $24.8 billion represents around 22.2% of $111.7 billion total tax revenue for the year to 30 June 2023, noting that the periods being measured are not perfectly aligned; and also, that the individuals concerned will have also contributed an unknown amount to other tax types such as GST.
