15853 (2025). Chlöe Swarbrick to the Associate Minister of Housing: When exactly did MSD change its criteria to require consideration of whether someone "unreasonably contributed" to their own homelessness, and did the Minister and/or Cabinet instruct this change?

Hon Tama Potaka: On 26 August 2024, the Ministry of Social Development introduced changes to Emergency Housing eligibility. The changes shifted emergency housing to a more rules-based approach and ensures that emergency housing grants are targeted to those in genuine need that have met their responsibilities.
