15834 (2025). Tamatha Paul to the Associate Minister of Housing: What proportion, if any, of rental properties currently meet the Healthy Homes Standards?
Hon Tama Potaka: I am advised that there is no record of rental property compliance with the Healthy Homes Standards (HHS) as it would be administratively difficult to compile and maintain. However, the Ministry of Housing and Urban Development (HUD) undertakes regular surveys of the private rental sector. For instance, the latest Verian (previously Kantar) survey commissioned by HUD (January 2024) found that: • 17 percent of all surveyed landlords reported they had already fully met the HHS, and • 73 percent had done things to prepare their property to meet the HHS. Kāinga Ora – Homes and Community and Community Housing Providers (CHPs) were required to meet the HHS by 1 July 2024. I am advised that as at the end of June 2024, 99.8 percent of relevant Kāinga Ora tenanted homes complied with the HHS and around 99 percent of the total CHP portfolio was estimated to comply based on annual monitoring from 2024.
