Year 2023 2024 2025 HHS - Complaint breaches 92 168 58 HHS - Proactive 208 366 131 Total HHS breaches 300 534 189 Notes: The figures are a count of breaches of the Healthy Homes Standards that were found by the Tenancy Compliance and Investigations in cases that were closed in each calendar year (the figure for 2025 records cases closed up to 31 March 2025). In some cases more than one breach may have been found so the total number of breaches does not relate to case numbers. Breaches of the Healthy Homes Standards have been defined as any breach of the five physical healthy homes standards (insulation, heating, ventilation, draught stopping, moisture ingress and drainage) and whether Healthy Homes documents were being retained.
