15237 (2025). Hon Willow-Jean Prime to the Associate Minister of Education: Prior to October 2024, was the Minister aware that Libelle and Compass were under 44 performance management plans lunches as a part of the Ka Ora Ka Ako programme; and if so, did he raise any concerns with officials about Libelle being involved in the Alternative Provision Model?
Hon David Seymour: I am advised by the Ministry of Education (the Ministry) that past performance of shortlisted suppliers, including Compass and Libelle, was a consideration in the initial Registration of Interest (ROI) evaluation. The ROI evaluation plan has been proactively released on the Ministry’s website at: https://web-assets.education.govt.nz/s3fs-public/2025-03/tender%20evaluation%20plan.pdf?VersionId=z9v_Cm_hnIfX691yQ659fYpvatJzyxWh Past performance was also considered during negotiations and in due diligence checks that were undertaken.
