15141 (2025). Tangi Utikere to the Minister of Transport: What analysis, if any, has been undertaken on the long-term revenue challenges in transport, and what recommendations, if any, have been made?
Hon Chris Bishop: I am advised that a range of analysis has been undertaken regarding revenue challenges in transport. The Government has a land transport revenue action plan that is intended to address funding shortfalls, inconsistent cost allocation and underutilised tools. The plan includes:
• Increasing existing charges, including MVR (from 1 January 2025) and FED and RUC (from 1 January 2027).
• Effectively using tolling by fully utilising existing legislative provisions and reforming tolling settings to enhance effectiveness- Cabinet agreed to reform tolling legislation last year to enhance effectiveness.
• Exploring the full range of tools- Last month, the Government announced that we are enabling IFF levies to be charged for major transport projects, such as those delivered by NZTA.
• Transitioning the fleet to road user charges- Cabinet intends to make detailed decisions on this in due course.
