15134 (2025). Hon Kieran McAnulty to the Minister of Housing: What is the timeline, if any, for consultation on the Government’s upgraded version of the National Policy Statement on Urban Development?

Hon Chris Bishop: In recognition of the speed at which the Phase 3 reforms are progressing and to minimise the need for new plan changes ahead of the transition to the new resource management system, the Government has recently decided that proposed changes to the NPS-UD will instead be implemented as part of Phase 3 of the resource management system. This will save councils from having to conduct expensive and lengthy plan changes to respond to the NPS-UD update in 2026 and then start all over again in 2027 once the new RMA comes into effect. The Government will be consulting on the NPS-UD changes that were to be part of Phase 2 and how they should be incorporated into Phase 3 of the resource management reforms, starting around mid-year.
