13970 (2026). Hon Dr Megan Woods to the Associate Minister for Energy: When was work on Phases 3 and 4 of the Fuel Response Plan commenced, and why were these phases not finalised before the February 2026 conflict began?
Hon Shane Jones: New Zealand has a National Fuel Plan 2024 to guide the response to major fuel disruptions. The Fuel Response Plan 2026 is designed to give effect to that framework in the context of global shipping disruption following the current conflict in the Middle East. Work on the Fuel Response Plan 2026 commenced on 27 February 2026. Government has committed to consulting with the fuel industry and fuel users ahead of finalising Phase 3 and 4 of the Fuel Response Plan, recognising that an industry-led approach will be central to managing any supply challenges.
