13770 (2026). Camilla Belich to the Minister of Agriculture: What fee increases have been proposed or approved since 27 November 2023 for any chair, deputy chair, member, presiding member, or other appointed role on any Crown entity board, committee, authority, tribunal, or other statutory body within their ministerial portfolio, broken down by (a) the name of the entity and the specific role; (b) the fee (annual, daily, or per-meeting rate as applicable) immediately prior to the increase and the date that fee was last set; (c) the new approved fee and the effective date of the increase; (d) the percentage increase; (e) whether the increase was approved by them as the responsible minister or referred to the Cabinet Appointments and Honours Committee, and if the latter, the date of that approval; (f) whether the increase was made pursuant to the Cabinet Fees Framework changes of July 2025 or on another basis; (g) the primary justification recorded for the increase; (h) whether the proposed increase was approved, declined, or scaled back, and if declined or scaled back, the reasons recorded for that decision; (i) whether any part of the increase was applied backdated and if so to what date; (j) the total annual cost to the Crown of all increases approved within their portfolio; and (k) whether each review was initiated by them as the responsible minister, the entity itself, or the Public Service Commission?
Hon Todd McClay: Agricultural and Marketing Research and Development Trust (AGMARDT) On 30 July 2024, I approved a 5% increase for the AGMARDT Chair, bringing the fee amount to $24,950 per annum. The increase recognises the additional responsibilities and time commitment associated with the role. The remuneration had been unchanged since 1988. Remuneration for trustees comes from AGMARDT’s operating budget. New Zealand Meat Board On 24 February 2025, I approved a 3% increase for the Minister-appointed directors, bringing the fee amount to $17,300. The increase aligns with the increase to industry-appointed directors approved at the Meat Board’s 2025 annual meeting. The increase was backdated to 1 October 2024. On 3 March 2026, I approved a 3% increase for the Minister-appointed directors, bringing the fee amount to $17,820. The increase aligns with the increase to industry-appointed directors approved at the Meat Board’s 2026 annual meeting. The increase was backdated to 1 October 2025. Directors are remunerated by the Meat Board. New Zealand Dairy Core Access Panel On 3 November 2025, following advice from the Ministry for Primary Industries (in consultation with DairyNZ), I approved a 5% increase to the fees paid to the Chair and members of the New Zealand Dairy Core Access Panel, bringing the daily fee amount to: • Chair: $485 • Members: $363 The increase recognises the Access Panel’s role in ensuring that data from the New Zealand Dairy Core Database is used for purposes that benefit the dairy industry. The increase was effective from 3 November 2025. The Access Panel members (including the Chair) are remunerated by DairyNZ. Please note, none of these increases resulted in additional costs to the Crown. All increases were made pursuant to the Cabinet Fees Framework that was in place at the time.
