Rt Hon Winston Peters: Corrected reply: In my capacity as Minister of Foreign Affairs I decide on the direction of, and the priorities of the Ministry of Foreign and Trade in a manner which is in keeping with section 3.9 and 3.15 of the Cabinet Manual 2023.
