13740 (2026). Tamatha Paul to the Minister of Police: What accountability measures apply if Police districts fail to comply with recommendations identified through IPCA investigations?

Hon Mark Mitchell: I am advised where Independent Police Conduct Authority (IPCA) recommendations are accepted, Police assigns responsibility for implementation to a named business owner. These recommendations are recorded and tracked through Police’s central recommendations database, to which the IPCA has access. I am further advised that regular engagement occurs with business owners to support timely completion and to ensure recommendations are embedded appropriately. Recommendations are accompanied by agreed timeframes, and Police works to meet these. Where delays occur, they are typically due to factors such as resource availability, operational pressures, or dependency on wider organisational or legislative change. Any delays or revised timeframes are clearly communicated and recorded. If an IPCA investigation identifies non compliance with previous IPCA recommendations, those matters would be captured within the investigation and may lead to fresh recommendations for Police to address. Police would undertake additional work to understand why the non compliance occurred and to remedy underlying issues to prevent recurrence. Recommendations remain open until the IPCA has reviewed progress and agreed that appropriate action has been taken, allowing the recommendation to be marked as completed.
