Hon Andrew Hoggard: The Ministry for Primary Industries advises it considered matters including alignment with international guidelines, the requirements of the Animal Products Act 1999, food safety outcomes, operator capability and capacity, workforce considerations, and the need to maintain market access for New Zealand meat exports.
